Ohio Governor Mike DeWine put E911/NG911 compliance back in the spotlight just a few weeks ago. Existing federal regulations under Kari's Law and the RAY BAUM’s Act are reshaping how businesses must handle emergency 911 calls—to make it  easier for first responders to more quickly save and protect lives. For  more information about both laws, be sure to review the FCC’s public fact sheet

These rules require all multi-line telephone systems (MLTS) to:

  • Provide direct 911 dialing without any prefix (Kari’s Law)

  • Share dispatchable location data such as floor and room number (RAY BAUM’s Act)

Many of NEC’s  modern premise systems can still meet these requirements -- even with  their market exit last year -- but not all systems are upgradeable.  Here’s how to know where your system stands:


✅ Fully Upgradeable Systems (NG911 Ready)

These systems are compliant capable or can be upgraded to deliver dispatchable location data:

  • SL2100

  • UNIVERGE SV9100 (with CP20 processor)

  • UNIVERGE SV9300

  • UNIVERGE SV9500

  • UNIVERGE 3C

What’s required:

  • Latest system software (requires active Software Assurance in some cases)

  • SIP trunking (Clarktel can provide certified hardware + SIP Voice service)

Important: You are on the clock — NEC has only committed to extending the hardware and licensing needed for NG911 compliance until December 31, 2025. Failure to upgrade by then may leave your system permanently non-compliant.


❌ Legacy Systems – NOT Upgradeable

These systems are not compliant and cannot be upgraded to meet NG911 standards:

  • SV8100 / SV8300 / SV8500

  • SL1100

  • IPK, IPK II, and earlier NEC platforms

If you’re still using one of these systems, your only path to compliance is migration.

As part of National Small Business Week 2025 (May 4th to May 10th), Clarktel Telecommunications, Inc. is pleased to announce that the U.S. Small Business Administration (SBA) Great Lakes region will honor Terence N. Clark, President and 

CEO of Clarktel, with its 2025 8(a) Graduate of the Year Award, representing the Northern Ohio Region.


This  recognition is awarded to an individual who has successfully completed  the SBA’s rigorous 9-year 8(a) Business Development Program and  demonstrated exceptional growth, leadership, and commitment to business  excellence. The award celebrates not only Mr. Clark’s journey within the  program but also his readiness to thrive beyond it—marking a  significant milestone in both his entrepreneurial career and Clarktel’s  continued expansion.

Mr. Clark will be formally recognized at the SBA’s National Small Business Week Awards Ceremony for the Great Lake Regions’ Cleveland Office at Tri-C’s Corporate College East this May.
